This study explores the District of Columbia Public Schools System’s IMPACT program, an innovative program for assessing teacher performance and improving teacher quality.

This study explores the District of Columbia Public Schools System’s IMPACT program, an innovative program for assessing teacher performance and improving teacher quality.  This human capital strategy is designed to improve the quality of the teaching workforce by incenting existing teachers to improve, terminating ineffective teachers, and creating a system to attract high-quality applicants.  The aims of this study are to 1) better understand the effects of IMPACT on student achievement, teacher quality and effective teacher retention, and 2) to use research to guide potential improvements in this program.
