Biography

Luke C. Miller applies his analytic, leadership, and managerial skills to innovative research projects that explore educational phenomena; assess the impacts of policies, reforms and programs on student and teacher outcomes; and evaluate state and federal educational policies. His areas of expertise include economics of education, teacher labor markets, education policy and rural education.

Miller is currently the principal investigator on two multi-year IES-funded research-practitioner partnership projects with the Virginia Department of Education. In one project, his team is leveraging the 2021 Virginia Schools Survey of Climate and Working Conditions to identify classes of teacher working conditions and understand how different sets of working conditions are related to teacher and student outcomes. The other project explores the impacts of the COVID-19 pandemic on Virginia’s public schools, teachers, and students. Miller is also part of a team validating new instruction observational tools for developing fundamental reading skills among prekindergartners through 3rd graders and text-based comprehension skills among 4th through 8th graders. Weaving together Miller's research is a commitment to rigorous analysis of data to produce policy-relevant findings that strengthen the quality of the educational opportunities afforded to all individuals.

Divisions had to consider how students would access curriculum when not in the school building, how teachers would provide instruction to remote students, and whether teachers would be responsible for teaching students both in-person and remotely.
